I think the only way for his breast to return to normal would be for him to start taking male hormones again. If he has too much of female hormones in him right now then their going to stay this way. He needs more testosterone in him for changes to take effect.

No they wouldn't return to normal. You would need breast reduction surgery, like the case of that twin boy who was given female hormones all his life and treated like a girl. He had to have surgery when he was an adult.
