Sometimes it depends on genetics. If you come from a small family, you might just be destined to be small - but that's not a bad thing, I am a mini-me and I love it! People always think I look younger than I am - which you probably won't appreciate now, but you will!
However, my baby brother - who is now 6ft tall - didn't get his growth spurt until he was about 14, actually he had one when he was 14 and another when he was 16 so you never can tell really! You're only 13 so don't worry about it just yet!
I was about 14 when I shot up, we're all different but I doubt it will be long for you.
Don't worry....you are normal. Girls who are very slim do tend to get their periods later...so maybe next year. It will happen, honestly.

Do you have other signs of puberty? if so, puberty has started and it will proceed. Other signs are breast development, underarm hair and hair in private parts. You do not mention your height. If you are short, you have not had your growth spurt. Females have a growth spurt before puberty. If height is less, bone age is less and puberty is delayed. If you do not have any signs of puberty, you must see a pediatric endocrinologist and be investighated. If puberty has started, don't worry.
its up to fate or genetics when did your mum start her periods???
as long as youre a healthy weight and dont do any drugs etc it could happen any time
